RESOLUTION NO. 1988-68

SUBJECT: CONSTRUCTION/RENOVATION OF FACILifIES

WHEREAS this Assembly has received and discussed a discussion paper on capital construction projects from Donald F. Courtnage, Architect.

THEREFORE BE IT RESOLVED THAT this Assembly accepts the following principles:

The fire detection and fire fighting capability of all communities must be reviewed immediately and strategies developed and implemented to ensure adequate water supply and pressure for the fighting of fires. This will also require training and greatly increased funding.

Construction and renovation must address the fact that the concept of relying on fire fighting equipment (sprinklers, standpipes and hydrants) has failed and that the use of non-combustible materials be adopted to improve the quality of the buildings as well as reducing the potential for disastrous fires.

The renovation of existing facilities must also include the review of the existing building envelope, and this must be viewed simultaneously with the heating, ventilating and air conditioning systems .

All educational facilities must provide sufficient square footage for the nrojected school enrollment and provide the full range of educational activities which other Canadians take for granted (i.e. provincial standards, not 11minimum standards11) and must satisfy the communities' needs including libraries, gymnasiums, special purpose rooms, Industrial Arts, Family Studies and Science.

FURTHER, that this Assembly directs the Board of Directors to investigate the feasability of the other recommendations concerning economic development through Vote 15 administration of capital construction projects.
