RESOLUTION NO. 1990-143

SUBJECT: ECONOMIC DEVELOPMENT FUNDING FORMULA

WHEREAS formula funding based upon on-reserve population has stifled the growth of community programs for those First Nations with small populations;

AND WHEREAS Economic Development funding from INAC under the Canada Aboriginal Economic Development Strategy (CAEDS) is, effective April 1990, calculated on a per capita basis;

AND WHEREAS New Post First Nation is, in terms of on-reserve population, the smallest First Nation in the Mushkegowuk Council;

AND WHEREAS the new per capita funding approach has resulted in New Post First Nation's economic development funding dropping from $23,000 annually, to $8,371;

AND WHEREAS one of New Post First Nation's goal is to become economically self-sufficient;

AND WHEREAS adequate funding and human resources (economic development officer) must be in place for each First Nation to work towards economic self-sufficiency;

AND WHEREAS there are "economies of scale" which are realized by the First Nations with larger on­reserve populations;

THEREFORE BE IT RESOLVED THAT this Assembly directs the Board of Chiefs to review the allocation of economic development funds, and to recommend to their respective Councils a revised funding formula, as early as January 1991.

FURTHER BE IT RESOLVED THAT Indian and Northern Affairs Canada will be instructed to implement the revised funding formula effective starting April 1, 1991.
