RESOLUTION NO. 1990-146

SUBJECT: CHRONIC CARE PAYMENTS

WHEREAS direction was given under Resolution No. 1989-94 demanding that the practice of charging chronic care co-payments to Mushkegowuk First Nations be stopped immediately;

AND WHEREAS the former Ontario Ministry of Health made co-payment charges effective as of December 1984 so that illegal charges to our people over the last 5 1/2 years became legitimate;

AND WHEREAS Mr. Bob Rae, following his 1989 tour of the west coast of James Bay, stated in the Globe and Mail newspaper that our people are worse off than we were in 1955 due to the imposition of chronic care co­payments;

AND WHEREAS Mr. Bob Rae further stated that the making of regulations retroactive was unusual;

AND WHEREAS the former provincial govern­ment has been totally unresponsive to our request;

THEREFORE BE IT RESOLVED THAT the Mushkegowuk Council demand that Mr. Bob Rae as premier-elect hold to his 1989 state­ments regarding the issue of chronic care co-payments;

AND BE IT FURTHER RESOLVED THAT the practice of charging our elders for chronic care be stopped immediately and any of our people who have been charged for chronic care be reimbursed without delay.
