RESOLUTION NO. 1992-10

Subject: Off-Reserve Residents

WHEREAS about 50o/o of our Treaty No. 9 First Nation members live away from their communities due to a variety of reasons such as unemployment, inadequate housing and pursuit of education;

AND WHEREAS our Treaty No. 9 First Nation citizens have and will continue to enjoy their special aboriginal status under Section 91 (24) of the Canadian Constitution and Treaty No. 9 rights which flow from our Inherent Rights of Aboriginal Self-Government regardless of where they live in this country;

AND WHEREAS some outside organizations are claiming to represent the wishes and aspirations of our Treaty No. 9 citizens in which they receive public funding for this work while such representation claims of our citizens is very questionable in many cases;

THEREFORE BE IT RESOLVED THAT the Chiefs and representatives of this Mushkegowuk Council Chiefs-in-Assembly being held here in Moose Factory, Ontario, on September 8, 9, 10, 1992 do hereby adopt the following plan:

The Chairperson shall retain a qualified person to prepare an action plan on how we might include our off-reserve citizens into our Aboriginal self government plans which will affect our local community and Tribal Council area.

The Chairperson shall develop a workplan on how this project will be developed, carried out and completed.

The Chairperson shall contact each of our individual Chiefs for guidance and advice.

The Chairperson shall complete this project by December 31, 1992 and shall prepare a report to the Chiefs of Mushkegowuk Council for further action.
