RESOLUTION NO. 1994-03-11
Firearms Acquisition Certificates
WHEREAS the federal government has unilaterally imposed changes to legislation in regard to Firearms Acquisition Certificates without prior consultation with Aboriginal peoples; and
WHEREAS the new legislation makes it difficult for First Nation peoples to obtain firearms for their livelihood;
THEREFORE BE IT RESOLVED that the federal and provincial governments, as appropriate immediately review their legislation and policies, in consultation with Aboriginal peoples, and take measures to ensure that First Nation peoples have adequate understanding about obtaining FAC's and adequate opportunities to obtain them;
AND BE IT FURTHER RESOLVED that such measures include
giving local indivictuals, such as constables, training and responsibilities in dispensing FAC's, and
making the process completely bilingual in the Cree and English languages; and c) immediately providing for the required gun safety course at the local level in a manner accessible to elders and others.
