SUBJECT: ATTAWAPISKAT TREATMENT

WHEREAS the Attawapiskat First Nation has developed a proposal for funding of a culturally appropriate Solvent Abuse Treatment Centre providing services and out-reach to all the Mushkegowuk, NAN, and Aboriginal people across the Nation, and;

WHEREAS current treatment practices do not often meet the culturally appropriate and sensitive needs of the communities, the abusers or their families, and;

WHEREAS the Omushkegowuk recognize culturally appropriate and sensitive services to mean caring services, services that are extended out of unconditional love, services that are offered to victims and abusers alike, and;

WHEREAS the Attawapiskat proposal recognizes not only the treatment of abusers in the Treatment Centre but also proposes treatment in the community, using half-way houses, and treatment of the families of the abusers;

THEREFORE BE IT RESOLVED that the Mushkegowuk Council support and endorse the proposal for a Solvent Abuse Treatment Centre in Attawapiskat and its initiatives for a holistic community healing strategy; and

BE IT FURTHER RESOLVED that there exists an urgent and critical need for immediate relief and assistance in the Attawapiskat First Nation and other Mushkegowuk communities, to address the state of emergency that exists in these communities; and

BE IT FURTHER RESOLVED that the Mushkegowuk Council actively assist Attawapiskat lobby the various levels of government, and funding agencies to acquire funds to support solvent abuse treatment programs, like a street patrol to monitor proper storage facilities for solvents such as gasoline, or other program responsibilities; and

BE IT FURTHER RESOLVED that this Assembly mandate the senior management of the Mushkegowuk Council to assist the Attawapiskat First nation in developing proposals, lobbying all levels of government, and implementing programs that will lead to the healing of the desperate social, housing, and health needs of the community now, while awaiting approval of the Treatment Centre.
