RESOLUTION NO. 1997-08-21
SUBJECT: INAC'S FINANCIAL TRANSFER AGREEMENT (FTA)
WHEREAS the Assembly of First Nations has already passed a resolution (3/96) opposing and rejecting the new funding arrangement referred to as the Financial Transfer Agreement (FTA); and
WHEREAS INAC has attempted to impose and coerce Mushkegowuk First Nations into signing FTA's; and
WHEREAS INAC is imposing the First Nations follow the public service accounting guidelines which were developed without any consultation or input from the First Nations and which do not reflect the special accounting needs of our First Nations; and
WHEREAS INAC has been coercing the Mushkegowuk First Nations into following these accounting guidelines and associated reporting requirements by withholding funds until these reporting requirements have been met.
THEREFORE BE IT RESOLVED that the Mushkegowuk Chiefs in Assembly fully support the Assembly of First Nations and the Chiefs of Ontario in opposing and rejecting the FTA funding model and also voice their strongest disapproval and disagreement with the FTA funding model; and
BE IT FURTHER RESOLVED that INAC cease and desist in its efforts to enforce these reporting requirements for the 1996/97 fiscal year and until such a time that the Mushkegowuk First Nations have renegotiated the reporting requirements with INAC to the satisfaction and agreement of the Mushkegowuk First Nations; and
BE IT FURTHER RESOLVED that INAC cease and desist in its efforts to impose the PTA funding model on the Mushkegowuk First Nations until the outstanding issues be dealt with to the satisfaction of the Mushkegowuk First Nations.
