RESOLUTION NO. 1998-08-03

WHEREAS the Mushkegowuk Chiefs in Assembly have recognized in the past and in previous Assembly resolutions, such as Resolution 1993-09, the continuing problems pertaining to the illegal sale of alcohol in the Mushkegowuk First Nations, and in particular the commumt1es of Kashechewan, Attawapiskat and Fort Albany;

AND WHEREAS individuals are illegaUy selling alcohol in increasing quantities to the young and adult individuals in our communities;

AND WHEREAS the availability of this illegal alcohol is destroying the lives of our youth and adults and therefore crippling our future;

THEREFORE BE IT RESOLVED that the Mushkegowuk Chiefs in Assembly reiterate their past and deep concerns about the destructive effects of the illegal sale of alcohol in Mushkegowuk communities, and request and urge that:

the Nishnawbe Aski Police Services and local peacekeepers increase their efforts to address the problem of alcohol illegally

entering Mushkegowuk commurutles, including by becoming more familiar with and increasing the enforcement of existing First Nation anti-alcohol by-laws;

NAPS and/or Mushkegowuk staff and/or First Nation staff commupjcate and meet with representatives of the Liquor Control Board of Ontario, the provincial Ministry of Consumer and Commercial Relations and other appropriate provincial or federal ministries or social service agencies to increase the availability of alcohol awareness and abuse prevention programs and workshops;

the communities concerned increase the co-ordination between them of their anti­alcohol measures, by comparing their experience with anti-alcohol by-laws so that the use and effectiveness of by-laws can be increased, and by co-ordinating policing efforts;

the general membership of the communities increase their personal involvement m combatting illegal alcohol, by actively supporting policing activities and Band Council efforts, and by personally participating in enforcement by providing information to authorities, or any other means

that may be helpful.
