RESOLUTION NO. 1998-08-21

SUBJECT: REVIEW OF MUSHKEGOWUK CONSTITUTION

WHEREAS the people of Mushkegowuk Council have taken a historic step in directly electing for the first time a Grand Chief and Deputy Grand Chief empowered to speak for the Mushkegowuk territory as a whole under the direction of the Chiefs, the elders, and the people;

AND WHEREAS the creation of the position of Grand Chief and Deputy Grand Chief offers new possibilities and challenges to the overall future development of Mushkegowuk Council;

AND WHEREAS it is important that the Constitution of Mushkegowuk Council continue to reflect and describe and guide the ways in which the people of Mushkegowuk Council govern ourselves;

AND WHEREAS it may be beneficial to review the overall structure of Mushkegowuk Council in the light of the new leadership mandate;

THEREFORE BE IT RESOLVED that the Grand Chief and Deputy Grand Chief be authorized and directed to begin a Constitutional and Strategic Review that will outline options and recommendations for future development

of the Mushkegowuk Council Constitution and structure, to be reviewed at an upcoming Special or Annual Assembly;

AND BE IT FURTHER RESOLVED that the Constitutional and Strategic Review include the following areas:

the difference between the political and the services/administrative roles of Mushkegowuk Council, and how these roles can be best balanced and carried out;

the possibility of decentralizing or relocating some of Mushkegowuk Council functions and operations, to other Mushkegowuk communities, and other possibilities;

the role of Nishnawbe Aski Nation and other First Nation organizations;

other operational areas that may benefit from a review given the evolving role of Mushkegowuk Council.
