RESOLUTION NO. 2001-09-30

SUPPORT FOR INCREASE IN CORE CAPITAL FUNDING FOR ALL MUSHKEGOWUK COMMUNITIES

WHEREAS the current core capital funding (Minor Capital) does not adequately address the current needs of all the communities of the Mushkegowuk Council; and

WHEREAS the core capital funding provided by the Department of Indian and N01ihem Affairs Canada is a formula driven funding allocation based on a per capita basis for on reserve members taking into account location indices and size factors; and

WHEREAS the core capital funding provided by the Department of Indian and Northern Affairs Canada does not take into account those First Nation members who are forced to reside off­reserve because the formula driven funding provided to our First Nation cormnunities carmot adequately address the needs of First Nation members who are currently residing on reserve; and

WHEREAS the core capital funding provided by the Department of Indian and Northern Affairs Canada is restricting the development and growth

of our First Nation communities by continuing to use the current funding formula making it extremely difficult for First Nation Chief and Councils to provide basic services for its First Nation members residing on reserve but also for those forced to reside off­reserve;

THEREFORE BE IT RESOLVED that the Mush.kegowuk Chiefs in Assembly unanimously suppori the need for increased core capital funding and want the increased funding to not only include on reserve members but also take into account off-reserve members in order for the Chiefs and Councils of the Mushkegowuk area to provide services for all its members;

AND BE IT FURTHER RESOLVED that the Mushkegowuk Chiefs in Assembly direct the Grand Chief and Deputy Grand Chief of the Mushkegowuk Cow1cil to lobby for the mcrease m core capital funding provided to the First Nation communities of the Mush.kegowuk area.
