RESOLUTION NO. 2002-09-14

MUSHKEGOWUK CHILD WELFARE TASK FORCE

WHEREAS resolution no. 2001-09-13 spoke to the continuing concerns of the impacts on Mushkegowuk children and famihes of recent child welfare reforms and the repressive restrictions and difficulties caused by the imposition of the Child and Family Services Act (CFSA) and funding arrangements, and;

WHEREAS children continue to be taken away from their families and Mushkegowuk families suffer, and;

WHEREAS the Child Welfare Task Force which was mandated by resolution no. 2001-09-13 has not been able to do its work due to lack of funding, and;

WHEREAS it is necessary to supplement the goals of the Task Force to provide a focus on the overriding concern of children being removed from their home communities.

THEREFORE BE IT RESOLVED that the Child Welfare Task Force be given a broad mandate to consider longer term child welfare issues, however, due to limited time and I irnited financial resources, prioritization is important and immediate action is imperative, and;

BE IT FURTHER RESOLVED that the core mandate of the Task Force shall be to focus on avoiding the removal of children from

their communities, and;

BE IT FURTHER RESOLVED that in focussing on the priority issue of keeping children in their home communjties, the Task Force shall as part of its work, aim to recommend witrun six months a number of specific, practical measures which are steps in the right direction, and which are consistent with appropriate overall goals, but which can be targeted for immediate or short term implementation, and;

BE IT FURTHER RESOLVED that the Mushkegowuk Task Force may include Chiefs ofMushkegowuk First Nations or their designates, and;

BE IT FURTHER RESOLVED that First Nations contribute from their Casino Rama funds and/or Future Generations funds to support the costs of their members' participation on the Task Force, and;

BE IT FURTHER RESOLVED that Nishnawbe Aski Nation and Payukotayno James and Hudson Bay Family Services provide support and contribute funding to the Child Welfare Task Force, and;

BE IT FURTHER RESOLVED as part of Mushkegowuk Council's work on cruld welfare issues, the Mushkegowuk Child Welfare Task Force shall liaise as appropriate with NAN's Child Welfare Task Force, and Chief Norm Hardisty Jr. shall be authorized to represent Mushkegowuk Council on NAN's Task Force.
