Resolution No. 2005-03-05

Mushkegowuk Nation-Building

WHEREAS we the Mushkegowuk lnninu are a nation, composed of Mushkegowuk local First Nations and of individual members of those local First Nations, united by language, culture, history, tradition, geography and government, and;

WHEREAS the Mushkegowuk lnninu have for too long been governed by laws and organizations that have been created by others and imposed upon us and that do not suit our ways, such as the rules of the Indian Act, the laws pertaining to non-native corporations, and the provincial mining and resource laws, and;

WHEREAS the Mushkegowuk people and the Mushkegowuk Council have been working for years to strengthen and affirm our unity and the organization of the Mushkegowuk Nation, including the development of a draft Omushkego Constitution based on the inherent rights, powers and duties of the Mushkegowuk people.

THEREFORE BE IT RESOLVED that the mandate of the Grand Chief and Deputy Grand Chief and the Council of Chiefs to continue to advance the Mushkegowuk nation-building process is reaffirmed, including

further development of the draft Omushkego Constitution based on the inherent rights, powers and duties of the Mushkegowuk people, and;

AND BE IT FURTHER RESOLVED that the Mushkegowuk Council Grand Chief and Deputy Grand Chief and Council of Chiefs be authorized and directed to continue with the process of community consultations and community education on the draft Omushkego Constitution, and;

BE IT FURTHER RESOLVED that the Grand Chief and the Council of Chiefs begin development of a transition process for the adoption of the Omushkego Constitution and evolution of appropriate governance structures and systems, including a process by which the Council of Chiefs operates in the interim in a dual role, both as the Board of Chiefs of the Mushkegowuk Council corporation, and separately as the council of Chiefs of the developing Mushkegowuk Nation.
