Resolution No. 2005-09-21

Environmental Assessment

WHEREAS both the Canadian Environmental Assessment Process for the Victor Mine and the Ontario Class Environmental Assessment Process for the expansion of the transmission line have been completed; and

WHEREAS Fort Albany First Nation was given thirty (30) days to review and respond to the Provincial Environmental Assessment and a further fifteen (15) to review the major addendum that was released in June 2005; and

WHEREAS the documents were very technical in nature and Fort Albany First Nation did not have the technical capacity required to carry out a fair assessment and review of the Environmental Assessment on behalf of its members; and

WHEREAS Fort Albany First Nation requested an extension to the end of September to review the documents and that request was refused by the Provincial Government, thus not allowing an adequate response from Fort Albany First Nation.

THEREFORE BE IT RESOLVED that the Chiefs in Assembly direct the Mushkegowuk Grand Chief and Deputy Grand Chief pursue re-opening of the environmental assessment process to allow more time for Fort Albany First Nation to respond appropriately; and

FURTHER BE IT RESOLVED that the Department of Indian Affairs provide the necessary human and financial resources to Fort Albany First Nation to undertake a proper review of the environmental assessment, and, for the establishment of an operational Technical Services Program within the First Nation Administration.
