Resolution No. 2006-09-12

Kashechewan First Nation Housing Renovation Project

WHEREAS in November 2005 the Ontario Region of the Department of Indian and Northern Affairs Canada, through commitment made by the Minister of Indian & Northern Affairs Canada approved funding to make repairs to and renovate a minimum of sixty (60) housing units on the Kashechewan First Nation Reserve as part of a broader commitment made by the Government of Canada through "A Plan to Assure the Health of Residents of Kashechewan and The long Term Well Being and Sustainability of Their Community.";

WHEREAS the major renovation project was to comply with applicable building codes and standards; and one important standard that are applicable to the major renovation project is the National Occupancy Standard;

WHEREAS the NATIONAL OCCUPANCY STANDARDS state that:

A maximum of 2 and a minimum of 1 person per bedroom.

Parents are eligible for a bedroom separate from their children.

Household members aged 18 or more are eligible for a separate bedroom unless married or otherwise cohabitating spouses.

Dependents aged 5 or more of opposite sex do not share a bedroom.

WHEREAS the Mushkegowuk Council made a conscience decision to increase the scope of work to include the much needed extensions constructed to alleviate the severe overcrowding conditions that was the case with the majority of the units being renovated; in an effort to close the gap between the current situation and the National Occupancy Standards.

WHEREAS the additional cost of the completed and required extensions will not be supported by Indian and Northern Affairs which will result in a funding shortfall for the successful completion of this project. This will mean that of the 29 units remaining to be renovated that only 16 to 18 of the remaining units can be completed with no extensions to the units as was originally planned;

WHEREAS the Mushkegowuk Employment and Training Services has committed all of its 2006/2007 budget allocation;

WHEREAS Human Resource and Social Development Canada has on occasion provided additional funding over and above the Mushkegowuk Employment and Training base allocation for unique and emergent projects.

THEREFORE BE IT RESOLVED that the office of the Grand Chief be mandated to secure, through negotiations with the Minister of Human Resources and Social Development Canada, additional emergency funding in the amount of

$437,760.00 for the Mushkegowuk Employment & Training Services to be used specifically to assist with the completion of the project through continued training of construction personnel that includes carpenters/electricians/plumbers.
