Resolution No. 2006-09-27

Implementation of the Mushkegowuk Resource Development Protocol

WHEREAS the First Nations of Mushkegowuk Council have the right to govern themselves as well as the right to use and benefit from their traditional lands;

WHEREAS the appropriate management of the First Nation traditional lands and resources will provide a means of restoring community wellbeing and protect the lands and resources for future generations;

WHEREAS Mushkegowuk Council Assembly resolution 2003-09-10 stated "... that this Assembly endorses the development of a Mushkegowuk Resource Development Protocol that will serve to set out the principles and terms by which resource development will be undertaken ... ";

WHEREAS similar supporting resolutions were passed in 1996, 1998, 2002 by Mushkegowuk Council Assemblies;

WHEREAS the completion of three years of community consultations, including a regional resource development summit, has led to an Agreement-in-Principle for a Mushkegowuk Resource Development Protocol.

THEREFORE BE IT RESOLVED that this Assembly accepts and strongly supports the Agreement-in-Principle and recommends ratification by the individual First Nations through the passing of First Nation resolutions within six months of this Assembly.

FURTHER BE IT RESOLVED that upon First Nation resolutions being approved, public notice will be given to government and industry parties that the Protocol will come into effect at the 2007 Mushkegowuk Assembly.

FlNALLY BE IT RESOLVED that the Assembly directs Mushkegowuk Council to begin preparing for the implementation of the Resource Development Protocol, including the pursuit of appropriate funding for that implementation.
