Resolution No. 2009-08-19
Revising and Clarifying the Mushkegowuk Lands and Resources Protocol
WHEREAS the Mushkegowuk Resource Development Protocol was adopted by Mushkegowuk Annual Assembly in 2007; and
WHEREAS amendments are required to clarify procedures and to reaffirm the autonomy of individual Mushkegowuk First Nations, in the context of the unity and mutual assistance within Mushkegowuk Council and the Mushkegowuk Nation;
THEREFORE BE IT RESOLVED that the wording of the Mushkegowuk Resource Development Protocol be amended to clarify procedures and to clarify and reaffirm the autonomy of the individual Mushkegowuk First Nations by;
Adding paragraph 5.5 to state: "Mushkegowuk Council has no powers to make significant approval decisions, but has the role of facilitating and coordinating and strengthening the participation of the individual Mushkegowuk First Nations."

Adding paragraph 5.6 to state "The First Nation(s) in whose territory the development is proposed will have the final decision on accepting or rejecting the application, with input from the Regional Working Group and Mushkegowuk Council advisors."
Changing the first three steps in the diagram of Figure 1, as attached, to clarify the role of the affected First Nation.
