Resolution No. 2010-09-12

Business Planning Project for the Mushkegowuk Division of the Nishnawbe Aski Police Service

WHEREAS improving public security, public safety and the quality of life in our communities are a major challenges and priorities for the Mushkegowuk Council and for all of our member communities;

AND WHEREAS the chronic underfunding of policing in Mushkegowuk Territory has been a fundamental problem for policing, and has resulted in service levels that would not be tolerated in non-native communities, which is the subject of Human Rights Complaints by Mushkegowuk Council;

AND WHEREAS the current Nishnawbe-Aski Police Service structure has also caused difficulties in providing an effective and acceptable level of police service for the Mushkegowuk First Nations;

AND WHEREAS Mushkegowuk Council is seeking to establish a Mushkegowuk Division of the Nishnawbe-Aski Police Service (NAPS) in partnership with NAPS;

AND WHEREAS the NAPS Board has provided a letter dated August 31, 2010 confirming their support for this noted initiative;

AND WHEREAS Mushkegowuk Council posted a Terms of Reference dated June 24, 2010 on the MERX Canadian Public Tenders system, followed by a consultant selection by a tender review committee which led to a decision by the Mushkegowuk Council Board of Chiefs to accept the committee recommendation and endorse a proposal submission dated July 20, 2010 from Macleod Farley & Associates with Bob Fitches (Retired Superintendent, OPP) and Jim Potts (Retired Inspector, RCMP and OPP);

AND WHEREAS Mushkegowuk Council requires external funding in order to proceed with the project including actual contracting of the selected consulting team;

THEREFORE BE IT RESOLVED that the Mamohitowin of the Omushkegowuk of Mushkegowuk Council hereby declare our support for the Business Planning Project for the Mushkegowuk Division of the Nishnawbe-Aski Police Service and advocates that the project begin as soon as possible;

AND BE IT FURTHER RESOLVED

that Mushkegowuk Council hereby requests and encourages Ontario and Canada government ministers and ministries to do everything possible to make the required investments into the Business Planning Project for the Mushkegowuk Division of the Nishnawbe-Aski Police Service on an urgent basis for the benefit of Canada, Ontario, Nishnawbe-Aski Nation and our member Mushkegowuk communities.
