Review of Victor Diamond Mine

WHEREAS DeBeers Victor kimberlite in 1988,

WHEREAS the Victor Diamond Mine has been in full operation for two years and is expected to continue for another eight to ten years, and

WHEREAS DeBeers Canada has signed a number of agreements with Mushkegowuk First Nations, and

WHEREAS the Victor Diamond Mine has had a wide range of socio­economic and environmental impacts on the Mushkegowuk First Nations, some positive and some negative;

THEREFORE BE IT RESOLVED that this Mamohitowin of the Omushkegowuk directs the Office of the Grand Chief to arrange for a comprehensive independent review of both the positive and negative socio­economic and environmental impacts of the Victor Diamond Mine and its supporting infrastructure on the Mushkegowuk First Nations, including on such issues as employment, training, community health, community well-being, wildlife and water; and this review should also include observations, assessments and recommendations for both this project and future projects;

BE IT FURTHER RESOLVED that this Mamohitowin of the Omushkegowuk directs DeBeers Canada to provide the funding for this review as well as to provide full cooperation including access to staff, relevant documents and records.
