First Nation Consent to Resource Use

WHEREAS a draft Regional Consultation, Accommodation and Consent Protocol was presented to delegates at this Mamowihitowin of the Omushkegowuk; and

WHEREAS the Mushkegowuk Resource Development Protocol was ratified by the Mushkegowuk Mamowihitowin in 2009; and

WHEREAS various Mushkegowuk First Nations have existing Protocols in place; and

WHEREAS a number of past resolutions of the Mamowihitowin have addressed the need for First Nation consent to any resource use in the Mushkegowuk homelands; and

WHEREAS litigation based on the Oral Treaty is imminent;

THEREFORE BE IT RESOLVED that this Mamowihitowin of the Omushkegowuk directs the Office of the Grand Chief to continue to work with the Mushkegowuk First Nations in developing the best options to ensure First Nation consent is required for any resource use in the Mushkegowuk homelands, including potential protocols or policies.
