Resolution No. 2011-09-21

CAS Customary Care

WHEREAS care and protection of families and children of the Omushkegowuk communities continues to be a priority; and

WHEREAS children in Mushkegowuk communities continue to be taken into care by the Children's Aid Society at birth and are immediately placed into the "children in care" system of the CAS; and

WHEREAS families have chosen to accept the responsibility of caring for those children whom are directly related and due to the existing criteria, financial assistance for living expenses is not considered; and

WHEREAS Payukotayno James & Hudson Bay Family Services reports that they are in the process of developing Customary Care Agreements with the Omushkegowuk communities which would reduce such loss of young children and are in the process of developing policies, procedures and protocols for such Customary Care arrangements; and

WHEREAS Payukotayno James & Hudson Bay Family Services has reported that Payukotayno will be

forwarding templates and guidelines to each of the First Nation communities in order to encourage dialogue towards finalizing Customary Care Agreement between the respective First Nation and Payukotayno and other provincial societies;

THEREFORE BE IT RESOLVED that the Mushkegowuk Deputy Grand Chief take on an active role in the dialogue between Mushkegowuk communities and Payukotayno James & Hudson Bay Family Services and other provincial societies on Customary Care Agreements, to work to ensure that Mushkegowuk children who are at risk of being placed into Children's Aid Societies care may have a better alternative, for themselves and for our communities, and/or placed with local aboriginal families or other available aboriginal families.

AND BE IT FURTHER RESOLVED that alternatives be explored that will address compensation for extended families who have agreed to care for children within their family relations, who have been placed in care of Children's Aid Society.
