Resolution No. 2011-09-24

Development of Mushkegowuk Winter Road Economic Opportunities

WHEREAS the Mushkegowuk Council recognizes that the First Nation businesses working on the winter road in Mushkegowuk Territory have gained a great deal of experience since 2004; and

WHEREAS the Mushkegowuk Council recognizes that the First Nation businesses working on the road have the experience and capacity to build and maintain the winter road; and

WHEREAS the Mushkegowuk Council recognizes that the role of Kimesskanamenow Corporation in the Winter Road no longer represents the maximum possible value to our communities; and

WHEREAS the Mushkegowuk Council recognizes that each community at this point has the capacity to build and maintain its portion of the Winter Road; and

WHEREAS the Mushkegowuk communities intend to work together to develop and build the Winter Road First Nations businesses and corporations to maximize the economic and other benefits to our communities;

THEREFORE BE IT RESOLVED that each of the communities which utilize

and are impacted by the Winter Road (Moose Cree First Nation, Fort Albany First Nation, Kashechewan First Nation and Attawapiskat First Nation) appoint a representative by November 15, 2011 to work together and with de Beers to develop a new process and a new Memorandum of Understanding for the Winter Road; and

BE IT FURHTER RESOLVED that the Winter Road communities establish a Working Technical Group to prepare a presentation to the Board of Chiefs no later than March 15, 2012 on the topic of taking over the Winter Road management to maximize economic benefits to our First Nation communities; and

BE IT FURTHER RESOLVED that the Mushkegowuk Council will provide notice to de Beers by April 12, 2012 to terminate the Winter Road Agreement; and

BE IT FURTHER RESOLVED that the Winter Road Management Fee be divided according to the portion of the road to each of the communities of Attawapiskat, Kashechewan, Fort Albany, and Moose Cree under the same terms as the current agreement.
