Resolution No. 2015-01-19

Mushkegowuk Inquiry into the Suicide Pandemic

WHEREAS during the period 2008 -2012, the Omushkegowuk experienced a very high rate of completed suicides and hundreds of ideations; an Emergency Summit to respond to this pandemic was conducted on May 11& 12,2010;and

WHEREAS the delegates of the Emergency Summit directed the Office of the Grand Chief to declare a State of Emergency and the State of Emergency for the Mushkegowuk First Nations was declared on May 13, 201O; and

WHEREAS the delegates of the Emergency Summit also directed the Office of the Grand Chief to conduct a People's Inquiry to find the real root causes for our _suicide pandemic; and

WHEREAS the late Grand Chief Stan Louttit worked diligently to make this Inquiry happen by taking a lead role with securing the necessary funds within our communities to conduct this inquiry; and

WHEREAS The People's Inquiry on Suicide began in 2013 and on November 26, 2014, the draft report of the People's Inquiry on Suicide,

"Nobody Wants to Die -They Want the Pain to Stop" was presented by lead Commissioner Mike Metatawabin to the Council of Chiefs and recognizing the importance of this inquiry and its findings, the Chiefs directed the Commission to make one more round of community hearings so that the youth will have more input into the recommendations and report; and

WHEREAS as required by the approved terms of reference for the People's Inquiry, the Final Report was presented to this Mamowihitowin of the Omushkegowuk by Nellie Trapper (Coordinator) and Mike Metatawabin (Lead Commissioner); and

THEREFORE BE IT RESOLVED the Chiefs and Delegates of the 29th Annual of the Mamowihitowin of the Omushkegowuk discussed the Commission's findings and recommendations and acknowledge and commend the Commissioners for their dedication and hard work on the People's Inquiry; and

BE IT FURTHER RESOLVED that the Chiefs and Delegates of the 29th Annual of the Mamowihitowin of the Omushkegowuk support the request of the Mushkegowuk Council of Chiefs to have the Commission find more opportunities for the voices of the Youth to be heard; and

BE IT FURTHER RESOLVED that the Chiefs and Delegates of the 29th Annual of the Mamowihitowin of the Omushkegowuk support the voice of the "Youth Panel" in developing a Regional Youth Conference to "Celebrate Life"; and

FINALLY BE IT RESOLVED that this Mamowihitowin of the Omushkegowuk encourages the communities to take immediate action on the implementing the Report -"Nobody Wants to Die -They Want the Pain to Stop"
