Resolution No. 2015-10-23

Mushkegowuk Inquiry into the Suicide Pandemic

WHEREAS during the period 2008 -2012, the Omushkegowuk experienced a very high rate of completed suicides and hundreds of ideations; an Emergency Summit to respond to this pandemic was conducted on May 11& 12,2010;and

WHEREAS a result of the suicide epidemic in our Nation and as directed by the Emergency Summit on the suicide crisis, the Mushkegowuk Council declared a State of Emergency on the suicide epidemic on May 13, 2010;

WHEREAS the delegates of the Emergency Summit also directed the Office of the Grand Chief to conduct a People's Inquiry to find the real root causes for our suicide pandemic; and the late Grand Chief Stan Louttit worked diligently to make this Inquiry happen by taking a lead role and secured the required funding to conduct this inquiry, and

WHEREAS the People's Inquiry on Suicide began in 2013 and on November 26, 2014, the draft report of the People's Inquiry on Suicide, "Nobody Wants to Die -They Want the Pain to Stop" was presented to the Council of Chiefs and the Chiefs directed the Commission to make one more round of community hearings so

that the youth will have more input into the recommendations and report; and

WHEREAS the draft report of the People's Inquiry on Suicide, "Nobody Wants to Die -They Want the Pain to Stop" was also presented and at the 29" Annual of the Mamowihitowin of the Omushkegowuk by and the Coordinator Nellie Trapper and Lead Commissioner Mike Metatawabin and the delegates provided their support for the voice of the "Youth Panel" in developing a Regional Youth Conference to "Celebrate Life"; and

WHEREAS the Commissioners for People's Inquiry conducted a Youth Gathering on March 28-29, 2015 to provide a forum for the Youth to share their experiences with suicide and for them to provide their recommendations for the "Nobody Wants to Die -They Want the Pain to Stop" report, and

THEREFORE BE IT RESOLVED lead Commissioner Mike Metatawabin presented the Youth Gathering Report at this Mamowihitowin of the Omushkegowuk and the delegates are most grateful for the Youth and other citizens who participated and provided recommendations for the final report; and

BE IT FURTHER RESOLVED that the delegates of this Mamowihitowin of the Omushkegowuk acknowledge and commend Commissioners Mike Metatawabin, Jackie Fletcher, Dorinda Vincent, Jackie Kataquapit and Coordinator Nellie Trapper for their commitment, dedication and hard work to complete this difficult but important work; and

BE IT FURTHER RESOLVED that the delegates of this Mamowihitowin of the Omushkegowuk accepts the Commissioners Youth Gathering Report for the People's Inquiry with honour and thankfulness; and

BE IT FURTHER RESOLVED that the delegates of this Mamowihitowin of the Omushkegowuk are most thankful for the generous financial, material and moral support provided organizations and individuals; and

BE IT FURTHER RESOLVED that Mushkegowuk Council secure the required funding to get the report professionally printed and distributed; and

THEREFORE BE IT FINALLY RESOLVED that the delegates of this Mamowihitowin of the Omushkegowuk calls on all Governments, Mushkegowuk Citizens, Mushkegowuk First Nations, and Community Agencies to accept and implement the recommendations presented in the "Nobody Wants To Die -They Want the Pain to Stop" Report.
