Child and Family Services -Review of Payukotayno

WHEREAS, it rs the belief and conviction of the Mushkegowuk people that children are gifts from the Creator; and

WHEREAS, the Mushkegowuk people have always had, and never given up, our jurisdiction over our children; and

WHEREAS, the Mushkegowuk people have decided it is necessary and appropriate at this time to examine and evaluate, in a fundamental way, our current child welfare agency, Payukotayno James and Hudson Bay Family Services and the delivery of these services by Payukotayno; and

WHEREAS, the Mushkegowuk people have decided that it is necessary and appropriate at this time to fundamentally re-examine the delivery of child and family services in Mushkegowuk Territory, form the point of view of exploring and moving toward and developing a new system that recognizes the fundamental jurisdiction of the Mushkegowuk people over matters of child and family welfare, in accordance with our history and traditions and inherent and Aboriginal and Treaty rights, and that respects the

needs of our children and families and communities within that framework; and

WHEREAS it is also identified that there is a need to examine and review the existing services in the region related to various special aspects of child and family services including childrens' mental health, special needs, speech and hearing, autism and suicide prevention and related services;

THEREFORE BE IT RESOLVED that the Chiefs and delegates of this Mamowihitowin support and direct the Mushkegowuk Council to move forward in a fundamental review of Payukotayno, and

BE IT FURTHER RESOLVED that the communities of Taykwa Tagamou Nation, Missanabie Cree and Chapleau Cree be invited to join in this process regarding Payukotayno including for possible future inclusion in any structure or organization for child and family services in Mushkegowuk Territory; and

BE IT FURTHER RESOLVED that the Chiefs and delegates of this Mamowihitowin support and direct the Mushkegowuk Council to move forward in exploring and moving toward and developing a new system that recognizes the fundamental jurisdiction of the Mushkegowuk people over

matters of child and family welfare, in accordance with our history and Treaty rights, and that respects the needs of

our children and families and communities within that framework.
