Child and Family Services Reform in Mushkegowuk Territory

WHEREAS the concerns of

Mushkegowuk community members and the Mushkegowuk First Nations regarding the tragically inadequate and inappropriate child and family services system in our region are well-known and have been discussed for years and decades;

WHEREAS moving toward solutions requires Mushkegowuk input and control at many levels and in many ways;

THEREFORE BE IT RESOLVED that the Mushkegowuk Executive be directed to explore with the Provincial Ministry options for renewing and transforming child and family services in the Mushkegowuk Region, and that those discussions would:

explore local First Nations management structures, combined as may be appropriate with regional Mushkegowuk co­ordination and administration; and

be based on inherent Mushkegowuk First Nations jurisdiction and laws; and

explore changes to provincial legislation and regulations as may be appropriate to enable and empower Mushkegowuk assumption of child and family services; and

explore various programmes that would be part of such restructuring; and

explore possible changes to existing Childrens' Aid Societies operations, and possible replacement of existing Childrens' Aid Societies;

And that those options be returned to the Mushkegowuk Council of Chiefs and the Mushkegowuk First Nation Chiefs and Councils for review and input.
